In warm areas like Southern California, kitten season is year-round and shelters can stay constantly packed with animals in need of homes. If you find kittens, the compassionate thing to do is to foster them, neuter them, and find them homes -- but also to make sure the mom and any other neighborhood cats are spayed! This will keep them out of the shelter, and prevent future litters from being born.
