After nearly two decades of planning, Turkmenistan, Afghanistan, Pakistan, and India agreed to construct the Trans-Afghanistan Pipeline (TAPI), which will carry natural gas from energy-rich Turkmenistan to the other three countries. Initially proposed in 1995, the plan was abandoned after the Taliban seized power in Afghanistan and negotiations between Unocal—the U.S. company awarded the contract—and the Taliban proved unsuccessful.
