Following in the footsteps of a jail in Chicago, New York City is trying to push the limits of what is possible at its sprawling jail complex, Rikers Island. The city is spending millions on efforts to break the cycle of violence that has raged there for decades, even as @nycmayor Bill de Blasio is laying the groundwork to close it. 800 miles away, a similar effort to end violence has been underway for the last decade at the Cook County Jail. This summer, a judge ended 43 years of federal oversight there, declaring that the jail had become “a model of how to best run a pretrial facility.” To understand the challenges and possibilities facing NYC, @ニューヨーク・タイムズ journalists visited both jails, which provide a glimpse at efforts to create more modern, less violent jails. At #Rikers, @nycmayor did away with solitary confinement for all inmates under 22. Now, instead of being locked away for 23 hours a day for misbehavior, the youngest inmates receive counseling and incentives to behave.
