Authorities in Southern California are trying to identify the woman seen on surveillance video tossing seven newborn puppies into a dumpster. Officials say a man who was rummaging through the dumpster spotted the pups and helped save their lives. "His actions were humane and heroic," said Riverside County Animal Service Commander Chris Mayer.
