When "human accident" is the reason given for a train being delayed in Japan, it's more often or not a euphemism for a suicide on the tracks. In an effort to prevent such tragedies from occurring, blue lights have been installed on platforms at some stations. The lights are thought to have a preventative calming effect known in behavioral sciences as a 'nudge' concept. This reminded me of when I used to take the train home from University in England. At some stations, blue lights would be installed inside station toilets to prevent heroin addicts from being able to find a vein to inject. From England to Japan, blue lights at train stations highlighting wider social issues.
