Here is a SL tip on hitting that low shot in the wind. Some nice insight here and a couple of keys that @シェーン・ローリー talks about to keeping the ball down in the wind.
1) Ball back in stance, feet slightly open

2) Three quarter length swing and speed. Less speed = less spin.
3) Keeping the hands ahead and de-lofting the face and existing to the left at impact.
