This is a Civil War draft wheel. The names of men eligible for the draft were written on slips of paper and dropped into this wheel. An official pulled out names to fill the ranks of the United States army.

There was no general military draft in America until the Civil War. The scope and the brutality of the war could not be fought be volunteers alone. In March of 1863, the United States troops introduced a draft of white men between 20 and 45.

The draft was implemented in New York on July 11, 1863. By July 13, Manhattan was in turmoil as rioters took to the streets. Today we remember these events as the Draft Riots.

Rioters attacked those who they saw as beneficiaries of the Civil War, including African Americans. African Americans were attacked, beaten, and lynched. Of the 120 deaths reported to the police, 106 were African Americans. The mob set fire to the Colored Orphan Asylum; 223 children narrowly escaped.

Rioters targeted those who promoted or benefited from the war: abolitionists, the United States military, pro-War press, and factories. When rioters attacked the offices of the New York Times, employees defended the presses with Gatling Guns.

Draftees could hire a substitute or pay $300 to be excused. These options only benefited rich Americans, thus laying the burden on white men with few resources, including immigrants. Wealthy people, who could purchase their way out of the draft, were also a target of violence.
