Stilt villages built above the shallow coastal reefs were mandated as permanent residences in order to 'keep track' of an otherwise transient people group. ⁠ ⁠ The crossing of porous nautical borders is problematic for nations clustered together in otherwise open water and presents substantial legal hurdles.
