Phoebe has this incredible natural ability to defuse any tense situations. Here are some interesting clips of Phoebe using "calming signals". Many dogs are known to display those signals; bowing, freezing, head turning, sniffing, yawning etc, when they want to soothe tensions with another dog. Phoebe uses many of these naturally but she also does her "butt maneuver" and her derpy PB dance. When Phoebe offers any of those, BB tends to relax and they usually end up playing in the end.
