She was born November 4, 1914 in Metepec, state of Mexico. Her parents were Rafael Fernández and Tomasa Mata. At two years of age they took her to live with her aunt and uncle, Tito Reyes and Juana Fernández, where she learned the art of making pottery from her aunt. When she was 20, she married Darío Soteno León whose main profession was bricklaying (construction work). Around 1935 Doña Modesta saw the necessity of helping to support her family, so she began to make clay figures. The first were little mules to sell on Corpus Christi Day.

The desire then grew in her to make various figures like mermaids, horses, lions, roosters, rabbits, etc., until she accomplished making nativity figures and later the first “tree of life.” It only had a trunk and the figures of Adam and Eve on the sides, a few little balls that represented the apples and leaves that represented the foliage. At the center of the trunk was found the serpent. These were the first trees of life made in clay from Metepec.

Among those that stand out are the Virgin of Candelaria, the Baptismal Font, Christ and the Executioners at his Crucifixion, the Yoked Oxen at the Pentecost (Paseo de San Isidro), the coffins of the Days of the Dead, skulls, skeletons, burials, and the cuadrillas or groups scenes of figures that according to the traditions served to cure the “airs” (the vapors) of the sick. Thus with this series of figures was opened a new field of artesanía (craftsmanship) for the Soteno Fernández family. They would sell them on Mondays at the Metepec tianguis (flea market) and on Fridays at the one in Toluca.

In 1937 while she was painting and selling her figures in the Tianguis de Toluca, the famous painter Diego Rivera approached and congratulated her for her great talent and skill. A few days later he visited her in her workshop and purchased several figures from her to give to his friends who lived in other countries.
