After a section of California’s iconic Highway 1 was pushed into the Pacific Ocean on Jan. 28, the surf was still foaming brown three days later. The route along Big Sur’s coastline has "historically been a battle between the ocean and the hillside," a California Department of Transportation spokesperson tells TIME.
