Sautée beef for a few min, breaking up with a wooden spoon. Add onion and garlic and sautée for 5 min. Deglaze with the wine. Add tomato sauce and sugar and season with salt and pepper. Simmer for 20 minutes. Heat butter over medium heat. Add flour, whisk well. Slowly add in milk, whisking as you go. Season with a pinch of nutmeg and salt and pepper. Bring up to a simmer until it coats the back of a spoon. Grease a 9x12 baking pan with olive oil. Add a ladle of meat sauce, then noodles, then meat sauce, ladle of béchamel, handful of cheese. Repeat three times. Cover with foil and bake for 30 min at 375F. Remove foil and bake for ten more min. Sprinkle with fresh basil.
