South Africa and Mozambique’s non-aggression agreement required each government to prevent its respective territories, territorial waters, and air space from being used by insurgent groups planning to commit “acts of violence, terrorism or aggression against the territorial integrity or political independence of the other.” This agreement applied primarily to Mozambique’s national resistance insurgent group, Renamo, and the African National Congress (ANC) fighting the South African government’s apartheid policies. The South African government did little to uphold the accord and continued to support antigovernment rebels within Mozambique, by supplying weapons and ammunition, establishing a communications network, air-dropping supplies, and providing transportation support.
