Want free cash? In Finland, the government is about to begin handing out cash to 2,000 randomly-selected jobless people, free of bureaucracy or limits on side earnings. The idea, universal basic income, is gaining traction worldwide. But questions remain: Will more people pursue jobs or start businesses? How many will stop working and squander their money on vodka? Here in Oulu, just 100 miles below the Arctic Circle, the unemployment rate sits above 16%, more than double the national average. No one would confuse this area with Silicon Valley. But the city has roots as a hub for wireless communications. It also has thousands of skilled engineers who need work: Many were recently laid off by @nokia. Entrepreneurs want to give them jobs, but Finland’s traditional social safety net discourages this. Jobless people can’t earn additional income while collecting unemployment benefits, and for those who’ve been laid-off, a check often looks better than taking a leap with a start-up. The experiment with universal basic income could change things. @janne.korkko took this photo of factory lights glowing in Oulu. Visit the link in our profile to read more.
