This is a "chapeau bras" hat, which means "hat arm." It is made to be compressed and carried under the arm without injury to the hat. They were popular for dress occasions in the 18th century. This one was worn by Admiral Dewey. He was in command of the U.S. Navy's Asiatic Squadron based in Hong Kong in 1898 when the United States declared war on Spain.
