Moscow has a long term vision that has defined goals set forth for 2030, but many living on the peninsula say that the promise of economic prosperity is yet to arrive. And while the most attractive promise of increased wages did actually occur with almost 120% increase, when averaged against exchange rates and inflation, the growth was actually closer to 2%.
