Whoever bolts a line has the right to make it his project, so nobody else is allowed to try it until it's freed. Every project has a tag at the first bolt to mark it as a project.
This route here was bolted by a friend and he didn't make it an open project. Nonetheless someone ignored the project rule and just went and did it, although that person got caught and confronted trying the project.
Today I probably did the second ascent of this route (after the wrongful first ascent) and I'd say it's around 8b+.
