The president of the Spanish soccer federation, Luis Rubiales submitted his resignation on Sunday, three weeks after he forcibly kissed a member of Spain’s women’s national team while celebrating its World Cup victory in Sydney.

Pressure had been mounting on him to quit, but he had been adamant that he wouldn’t leave his post despite members of the world champion women’s national team announcing that they wouldn’t represent Spain again until the installation of new leadership. That began to change late last month when a top committee at the federation urged him to leave, shortly after Rubiales was provisionally suspended by FIFA, soccer’s world governing body.

“Between the suspension from FIFA and the rest of the proceedings ope
n against me, it has become clear that I cannot return to my functions,” Rubiales wrote in an open letter in Spanish that bemoaned a “disproportionate campaign” against him.

But the federation had made it clear that the governing body of Spanish soccer no longer backed him.
