The following year, to the astonishment of the residents, City Hall ordered the first-ever ban on fireworks during the lunar new year celebrations in Chinatown. The then Giuliani administration officials told police to make sure the Year of the Ox is welcomed safely and legally. Some years later, the ban was relaxed and fireworks were permitted at designated locations and during specific time.
