It’s so cold in parts of China’s northern Heilongjiang province that hot water turns almost instantly into ice crystals when tossed in the air. Temperatures fell below minus-40 degrees Fahrenheit this week in Mohe, China’s northernmost city, leading to a rare phenomenon known as “ice fog,” in which water droplets suspended in the air remain in liquid form.
