In mid-March, when Peru had just 71 confirmed cases, the president declared a national emergency. It saw one of the earliest quarantines in Latin America and came in before lockdowns in France, the U.K., and other European countries which, at the time, were further ahead of Peru in their contagion curves. But public-health experts say living and working conditions in the country of 33 million—where a fifth of people live on only around $100 a month—has made it near impossible for many to comply with quarantine measures. For most people, the lockdown ended on July 1. Peru has the world's fifth-highest number of confirmed cases, at more than 319,000, according to data tracked by Johns Hopkins University.
