Caught quite literally in the middle of the international debate over the way the U.S. trades with its southern neighbor are 2 Texans named Sam. Both own bridges that stretch across the Rio Grande, connecting farmers on either side with markets on the other. Most border bridges belong to the government, but the Sams are exceptions, private owners of crossings collecting tolls that can exceed $30 per truck. This is one of them, Sam Vale. The 74-year-old took the reins of the Starr-Camargo Bridge around 1980. He now takes in around $4 million a year in tolls. As a result of this venture, and others, he drives a cherry red Mercedes-Benz drop-top with a license plate that reads “Cizzle.” He also owns 9 black German shepherds that live in climate-controlled doghouses. “Central air and heat, insulated cedar-wood homes,” he said. “Everybody has them in Texas.” But like his counterpart, Sam Sparks Jr., Sam Vale’s unique revenue stream could be in jeopardy. Private crossings to Mexico are a rich franchise under the North American Free Trade Agreement, #NAFTA, but discussions on reopening the accord have put that bonanza at risk.
