California’s ballot initiative system lets residents propose laws and approve them by popular vote. In the past, the system has been used to cut property taxes and to enact the country’s first medical marijuana law. But these days, developers are using it to sidestep state environmental laws and speed major developments. In Moreno Valley, a working-class city, backers of a proposed warehouse complex, which would become the largest in the U.S., gathered signatures for a ballot initiative. The City Council approved it outright, shielding the project from environmental lawsuits. Opponents said the process effectively allowed the developer, Highland Fairview, to buy the right to build what it wanted.
